Did God predestine sinners to sin? If He chose some for salvation, why create sinners?

Has God predestined sinners to sin? If we were chosen to receive salvation, why were sinners created and are their steps not ordered as creations of God?

The Bible does not say God "predestined" mankind to sin. In effect, the Bible declares the opposite:

James 1:13 Let no one say when he is tempted, “I am being tempted by God”; for God cannot be tempted by evil, and He Himself does not tempt anyone.

God cannot sin nor lead anyone into sin, the Bible says sin is the consequence of Adam's choice, and when he fell into sin, his spiritual nature was changed, and that changed nature was transferred to his offspring, as Paul described:

Rom. 5:12 Therefore, just as through one man sin entered into the world, and death through sin, and so death spread to all men, because all sinned —
Rom. 5:13 for until the Law sin was in the world, but sin is not imputed when there is no law.
Rom. 5:14 Nevertheless death reigned from Adam until Moses, even over those who had not sinned in the likeness of the offense of Adam, who is a type of Him who was to come.
Rom. 5:15 But the free gift is not like the transgression. For if by the transgression of the one the many died, much more did the grace of God and the gift by the grace of the one Man, Jesus Christ, abound to the many.
Rom. 5:16 The gift is not like that which came through the one who sinned; for on the one hand the judgment arose from one transgression resulting in condemnation, but on the other hand the free gift arose from many transgressions resulting in justification.
Rom. 5:17 For if by the transgression of the one, death reigned through the one, much more those who receive the abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ.
Rom. 5:18 So then as through one transgression there resulted condemnation to all men, even so through one act of righteousness there resulted justification of life to all men.

Adam's transgression brought sin to all humanity, and though God understood and anticipated this outcome, He is not the Author of sin.

Though God could have rightly condemned all mankind for sin, He chose to rescue some through the plan of salvation through faith in Jesus Christ. While these He predestined to receive His grace, others He passes over by leaving them in their sins and justly due punishment at death. Again, God's choice to elect only some to salvation does not mean God is to blame for their sin. Adam brought sin to all humanity, as Paul explains above, but in HIs mercy God has determined to rescue some from it.

Meanwhile, God remains sovereign over all outcomes in Creation, and He directs the steps of the saved and the unsaved according to His providence so that the world and everyone in it arrive at the end He has purposed. Once more, His sovereign power to control all things does not mean God is responsible for sin. It merely demonstrates that God has the power to harness sin and use it for good.
